Local EOPs (Emergency Operations Plan) can be found in a number of places:  the local library, Town Clerk’s office, Emergency Mgmt. office, and first selectman’s office, for starters. 

The EBS (emergency broadcasting system) is now EAS (emergency alert system), which is a state operational plan.   That plan is on file with Emergency Management Directors s and there is an attachment as part of the plan that lists the State primary stations (WTIC, WDRC, WCTY).

This information, along with local EAS stations, can also be found in the AT&T telephone book on the first two pages of the yellow pages.  Although these pages are used for emergency instructions in case of a nuclear power plant emergency, these same stations would be used regardless of the emergency.
